"Its in the pouch."  The UN designation for this $30 million plane owned by Shubin and Hilliard may have something to do with another of Shubin's companies:  "International Diplomatic Courier Services, Inc."

This Hilliard-Dekkers flight school was training suspected terrorists who fled just before 9/11.  The 'new business agent' on this form, secretary Summer Jeffries, was later caught with heroin.

"The Company he keeps:"  Hilliard and Jerry Falwell, to whom he 'loaned' $1 million in the mid-90's.

Boxes within boxes:  Hilliard and Dekkers' brief-lived commuter airline, Florida Air, wasn't really Florida Air, but Sunrise Air, of Nevada, which wasn't really Sunrise Air, but Express Air of Utah, which was really Express Air of Page, Arizona.

Unfit to fly.  The Dept. of Transportation regularly found Hilliard's various airline ventures to be dubious propositions.
